I don't think they allow diving in Louise.
I was thinking of diving there 20 years ago. That might have changed.

In Quito at 10,000ft there is not as much atmosphere to filter the sun. Cotipaxi you might get to 13,000 - 15,000 ft. Plus the sun is directly overhead and not at an angle as it is in northern parts....

I found that they start out ok but get leaky with time.
